The Texas Early Educational Model (TEEM) Online Monitoring application needed to provide tracking, auditing and accounting information to the Texas state legislature, funding sources and internal administrative entities. The application had to capture, track and report information on communities, schools, classrooms, classes and teachers participating in the TEEM project. The system required would provide Web-based data entry, management, administration and reporting functionality for both TEEM coordinators and administrators. The portal had to accommodate 40 TEEM coordinators who managed unique regional communities throughout Texas and TEEM administrators who managed the TEEM project and provided reports to the state legislature, funders and University administrators. These communities currently contain approximately 2,500 classrooms and 3,000 teachers – with the prospect of doubling by 2010.
